Sanitation Department to begin enforcing collection bins law Friday

Starting Friday, the Sanitation Department will begin cracking down on organizations that illegally place clothing collection bins on public property.

The crackdown is based on Local Law 67 of 2014, which authorizes the Sanitation Department to regulate collection bins, including various actions to have them removed. Previously, the agency would be required to tag the offending bin and allow its owner 30 days to remove it before discarding the device.

More collection bins have been popping up on city streets and properties in recent years. The Sanitation Department tagged 1,545 bins for removal in the 2015 fiscal year, nearly three times the amount it tagged just two years earlier.

Private property owners may allow collection bins on their property provided they offer written consent. Under Local Law 67, these owners are required to register with the Sanitation Department, maintain a clean and neat condition around the bin and provide an annual report on bin activity.

Any collection bin found on public property will be removed and its owners may be responsible for storage and removal charges and additional civil penalties.
