Last fall Donald Schwarz, an 89-year-old Long Island City resident, wrote to his congressman, U.S. Rep. Joseph Crowley (D-Jackson Heights), with a complaint about the $394.89 cost of a 100-tablet prescription for his 84-year-old wife.
