Crooked ex-cop jailed for money launder scam

Thomas Rachko, 48, of the Bronx, was a city police detective who retired in 2002. In November 2003, a year and a half after he retired, Rachko and his ex-partner, Detective Julio Vasquez, approached a drug courier on 91st Street and Astoria Boulevard who
