Tito Santiago leaned over the checkout counter on a recent Saturday afternoon and stared out at East Tremont Avenue, visible through the front windows at the other end of his narrow store, the Castle Hill Bike Shop.

Cars and trucks brushed past, along with some pedestrians. Many of the walkers appeared quite plump, even teenagers whose winter jackets were unbuttoned.
