I am again asking for some notice in the papers that drivers are supposed to have their lights on when it is raining, snowing and otherwise in poor visibility. Recently I again counted the cars that had no lights on in heavy rain, as usual about one third or more. I have been in Flushing 34 years and see this all the time. There is a New York State law concerning this but I have never seen anyone ticketed for violating it.
