Primary Guide: City Council District 28

Four Democrats are competing in the primary for City Council District 28, which represents Richmond Hill, South Ozone Park, Rochdale Village, Jamaica and South Jamaica.

Eugene “Nu Nu” Evans is a resident of Rochdale Village and manager of Nu-Nu Car Service.

David Kayode, a minister at the Maranatha Baptist Church in Brooklyn, is an addiction counselor for the city Department of Homeless Services. He served as an aide to the late Councilman Thomas White and sat on Community Board 12.

Hettie Powell is an attorney with Queens Law Associates and formerly worked as a public school teacher. She received her law degree from the City University of New York’s School of Law and previously worked at the Legal Aid Society.

Ruben Wills is the incumbent Council member, having won the seat in a special election in 2010 after the death of Councilman Thomas White. He previously served as chief of staff to former state Sen. Shirley Huntley.
