High Water Bills Decried by Borough President

Shulman made the marks in written testimony submitted to the Water Board at a public hearing at Lefrak City. Meanwhile, City Comptroller Alan Hevesi rapped the Board for what he said was a flawed billing system.
"There is no excuse for increasing rates when it isnt necessary," he said, "especially since higher water charges hit middle and lower income people the most."
A spokesperson for the Water Board said the increase was "the lowest rate possible that would ensure paying the cost of operating the water and sewer system."
