Community Board 10 selected a former legislative aide and longtime employee of the Department of Environmental Protection to be its next district manager on Thursday, February 16, ending a grueling, three-month selection process.
Bronx native and Pelham Bay resident Kenneth Kearns, 48, will begin a six-month interim period as manager of Board 10 on Monday, April 3, succeeding Jimmy Vacca, who left the position after 26 years to become the local councilman in January.
Kearns was presented to the full board after the executive board chose him from a list of four candidates deemed qualified by a seven-member screening committee. The board
