As of this writing, the Census Bureau has just released figures which shows that only 52 percent of the households in Queens had returned the forms. The Census Bureau had hoped for a 63 percent return which would have been better then the 58 percent return in 1990.
I see very few reasonable explanations as to why so few people returned their forms. One top Queens official said that illegal conversions and a scared immigrant population were the key reasons for the low rate of return.
