It all started on the afternoon of Dec. 29, when a plainclothes sergeant saw a 16-year-old girl breaking windows with a metal pipe in the Pomonok Housing Development, a city-run project, police said. The woman sergeant told the girl she was an officer and ordered her to drop the pipe, police said.The teenager dropped the weapon but began to struggle when the officer tried to take her into custody, police said.Authorities said the 16-year-old began punching and kicking the officer. The officer then told a New York City Housing Authority caretaker, who was watching from nearby, to call for assistance, police said.The janitor, Grace Watson of 65-10 Parsons Blvd. in Flushing, did not comply with the officer's request, police said.A resident of the housing complex, reportedly the teenage girl's mother, called 911 for the sergeant, according to police.The 16-year-old girl, whose name was not released, was arrested and charged with assault and criminal mischief, cops said. The NYCHA worker was charged with refusing to aid a police officer.Watson could not be reached for comment.A NYCHA spokesman, Howard Marder, said the agency would investigate the incident. After talking with police, Marder said the agency would determine whether or not it would take any action against Watson.
