Up the down escalator

While I see “Wet Paint” signs almost every time I am in the subway, usually at least three days per week, the UP escalator at 74th Street in Jackson Heights, transferring to and from the No. 7 train, remains out of service. However, the one going down is working!
Why do the maintenance workers not ensure that the working one is going up and not down? This has happened often this year at the Main Street station too, where the number of steps is at least 50, just as at the 74th Street station.
