Most of the newsletters put out by Queens civic assocaitions give some good tips, information and advice.
The newsletter of the Fresh Meadows Homeowners Civic Association, for instance, gives a summary of the city's Noise Code as a way of helping members maintain their quality of life. The 107th Precinct should he called at 969-5100 if gardeners start cutting grass before 8 a.m. Include the name and telephone number from the side of the truck. The fine ranges is from $100 to $875.
The fine for a noisy radio is $90-$350. A home burglar-alarm sounding for more than 15 minutes can bring a fine of $175, up to $700. Dogs or animals making unreasonable noise is $45-175. Allowing a car alarm to sound for more than 3 minutes is $175-$700.(People have complained that owners in the early morning open their car trunk before turning off the alarm).

It seems that tires can't be put into dumps because they work their way to the surface. The Sanitation Department says it will not pick up tires with regular trash pickups. Residents have to bring the tires, up to four, to any of the 59 Sanitation garages in New York City. People must bring a valid drivers license with them. The tires are then collected and converted into electricity. For more information call the Sanitation Action Center (212) 219-8090.
The Holliswood Civic Association alerts residents to an article from state Sen. Frank Padavan that a vehicle must stop when a school bus is stopped and flashing its red lights. This rule applies even if you are across a divided mall. The first conviction carries a fine of $250-400, and/or 30 days in jail. A second conviction carries an even more severe penalty.
The Middle Village Property Owners/Residents Association informed people that if a recycling day falls on a legal holiday, then the recycling material will not be picked up until the recycling pick up day the next week. However, garbage may be picked up the next day after the holiday (or a few days later). The association also included the infrmation that according to the city Department of Consumer Affairs, it is illegal for retailers to write down a credit card number, a driver
