Beautiful tulips planted by Ridgewood Property Owners and Civic Association (RPOCA) board member John Hertling at the Forest Avenue triangle below the M train in Ridgewood have sprung up. As noted, Hertling has taken care of the garden located at the confluence of Forest, Fairview and Putnam avenues for many years.
