New York City is an abused prostitute, and New York state is the abusive pimp.
How else can you explain the fact that the state receives money from the city and then doles out an allowance back to the city? The state’s revenue has increased by 16 percent in the past five years, yet the state decreased funding to New York City by 10 percent. In 2014, the city received $1.2 billion less than it did in 2009.
New York City is the engine that feeds New York State, yet we have to beg for funds to repair infrastructure and fund the MTA, etc.
