With a new president (Latchman Budhai, fifth from left) and a new venue (the Richmond Hill public library), the 102nd Precinct Community Council welcomed Assemblyman Mike Miller (fourth from left) and Deputy Inspector Armando DeLeon (the precinct’s commander, sixth from left) to their Sept. 18 meeting. Also attending were (from left) Council Second Vice President Ranjit Singh, First Vice President Harbani Dhillon and Secretary J. Richard Smith; P.O. Joseph Matthews, the precinct’s Cop of the Month; and Police Officers Joseph Martins and Jose Severino of the precinct’s Community Affairs Unit. Matthews’ Cop of the Month award was sponsored by the Times Newsweekly.
